Director of Public Works

Summary of Position:

Develops, plans, and implements long and short-term departmental goals and objectives. Assist in planning for future projects; Recommends equipment and tool replacement as necessary. Prepares and monitors project budget staffing levels and completion deadlines.

Organizational Relationships:

  1. Reports to: City Administrator
  2. Directs: Assistant Public Works Director, Public Works and Parks Department staff

Essential Duties:

  • Manages special projects. Responsible for planning; both short term and long term. Responsible for project management. Performs inspections applying best practices related to construction within the City.

    • Ensure that policies, procedures, and ordinances are complied with related to the department. Establish departmental policies and procedures.

    • Ensure appropriate training programs are made available and attended. Maintains current knowledge of safe operation of equipment and conducts regular safety meetings. Supervises handling and storage of chemicals and MSDS sheets.

    • Directs and oversees utilities, streets, sidewalks, and sewer maintenance and construction programs.

    • Directs the activities of the City’s maintenance programs, including equipment, all utilities, and the waste disposal programs.

    • Responsible for evaluating projects in accordance with the given budget. Review and counter signs invoices for approval for the Parks Director. Develop and monitor the department’s budget. Must be able to operate within a budget.

    • Performs regular inspections of all city facilities, streets, water/wastewater systems, right-of- ways, drainage systems, streetlights and signs and any other areas concerning public safety. Inspect all aspects of street maintenance, including cleaning alleys and drainage ditches, trimming brush, mowing rights-of-way, repairing potholes, and maintaining city property.

    • Acts as the liaison for citizen complaints; respond to and resolve citizen inquiries and complaints. Develop mutual relations with other entities such as Jonestown Water Supply Corporation. Attend related meetings and keep management advised.

    • Serves as technical advisor to City Administrator and City Council on projects; conducts special studies and assignments and develops comprehensive recommendations for management use.

    • Responsible for City owned tools and equipment, including inventory; Plans equipment replacement, develops specifications, orders supplies, and makes recommendations on departmental purchases.

    • Keeps necessary records of work performed and compiles monthly activity reports for the City Administrator.

    • Attends professional development classes, workshops, and conferences to stay informed on current Federal/State/local environmental and safety statutes, ordinances, and codes.

    • Serves as committee or task force member with other department heads, local/state/federal agencies, or private groups to assist with emergency planning and implementation.

Education, License and Certification Requirements:

  1. Bachelor’s Degree, preferably in public works, public administration, or other related field, from an accredited college or university and five (5) years of experience in management role.

  2. Valid State of Texas driver’s license.

  3. Class D license for wastewater operations.

  4. Must be able to pass pre-employment drug screening and background check.

    Knowledge, Skills and Abilities:

    • Municipal public works such as planning, design, maintenance, and construction.

    • Knowledge in municipal solid waste, design, maintenance, and construction.

    • Knowledge of the principles of budget preparation and expenditure control.

    • Knowledge in applicable Federal, State, and local laws and regulations pertaining to public works and solid waste programs/projects.

    • Strong communication skills.

    • Knowledge of safe work practices.

    • Ability to plan, organize and advise the work of public works.

    • Ability to analyze organizational and administrative problems, recommend alternative courses of action, and provide leadership to others in implementing such actions.

    • Ability to prepare and create clear and comprehensive written reports.

    • Must be able to operation of the equipment used and of the provisions of the Texas Motor Vehicle Code relating to operation of light and heavy motorized equipment; and methods, practices, material, and equipment used in street, drainage system and water/wastewater construction and maintenance.

    • Maintain strong relationships with City officials, employees, contractors, the public, and representatives of other agencies.

    • Responsible for floodplain permitting /inspection requirements and compliance with FEMA requirements.

    • Maintains archives of all public infrastructure design drawings.

    • Oversees permitting of all items placed/constructed in the city’s street right-of-way.

    • Ability to issue RFQ’s and RFP’s for the department

    • Oversees bid and award processes for construction projects.

    • Ability to manage the work orders and workflow related to the work orders.

    • Ability to operate various office equipment; operate light and heavy motorized equipment effectively and safely; service and make minor repairs on equipment, applying safety standards to prevent hazards; understand and follow instructions; establish and maintain effective working relationships with co-workers. Must have the ability to create and plan long-term programs that will develop the growth of the community.

Pay range: $84,046 - $90,000
